DAN 4:14

14 This matter is by the decree of the irin [(watchers)], and the demand by the word of the Kedoshim [(holy ones)], to the intent that the living may have da'as that Elyon [(Most High)] ruleth in the malchut haAdam, and giveth it to whomsoever He will, and setteth up over it the basest of men.
